Nuria Sujjad, eight, was one of two pupils who died during an outside tea party celebrating the end of the school year last July.
As Nuria posed for a photo with her mum Smera Chohan, a Land Rover smashed through fencing and on to the playground.
It collided with the mother and daughter, and about 20 others were also injured.
Nuria’s dad, Sajjad Butt, 44, watched on in horror just a few feet away.
The pair were rushed to hospital from girls’ preparatory school The Study in Wimbledon, south west London.
Nuria, a keen gymnast and Disney fan, died three days later.
Smera, 47, a HR manager for NatWest, sustained eight broken ribs, a broken shoulder, pelvis and spine.
She recalls sitting in a wheelchair when Nuria’s life support machine was switched off – unable to hold her.
She said: “I didn’t get to give her the last hug that I so badly miss now. Because of my own broken body and hers, I couldn’t lift her up in my arms to say goodbye. It’s never going to make sense, never going to be OK.”
Nuria’s classmate Selena Lau, eight, was also killed in the devastating incident.
The driver of the Land Rover, a woman in her forties, was arrested on suspicion of causing death by dangerous driving and is on bail. But six months on, no charges have been brought. Smera said: “We have started asking questions and still no answers.”
The family and about 20 others are bringing a civil case against the driver.
Trevor Sterling, of law firm Moore Barlow, representing the group, said: “In this situation, the families shouldn’t have to wait this long. The pain gets worse.”
DCS Clair Kelland, in charge of policing for south west London, said officers were working closely with the fire and ambulance services and Crown Prosecution Service.
She added: “We recognise the time taken can cause further distress, but it is only right and fair to all involved that we carry out a thorough and extensive investigation.”
